Rental Housing Repair Pilot

Launching in June 2026!

The Dayton Energy Collaborative (DEC) and the City of Dayton’s Office of Sustainability Innovation Team are starting a program designed to assist small, local landlords in addressing critical repair needs in tenant-occupied homes while promoting long-term housing stability, affordability, and healthy communication practices between landlords and tenants. Through this pilot, qualifying landlords may receive grant funding for repair assistance on one tenant-occupied unit.

Repair Projects Will Be

  • Identified through a comprehensive home assessment, completed by DEC staff

  • Prioritized based on critical repairs needs impacting livability and paths to weatherization

  • Informed by input from both tenants and landlords

  • Completed by vetted contractors selected through a lowest-and-best-bid process

Program Requirements

To be eligible to participate in the program, landlords must

  • Submit the Landlord Interest Form

  • Satisfy pre-check requirements (landlords with properties in foreclosure, with delinquent property taxes, on the City of Dayton’s Nuisance List may be excluded)

  • Complete the Landlord Application

  • Participate in a required educational class with their tenant

    • Class topics include, but are not limited to:

      • Tenant rights and responsibilities

      • Landlord rights and responsibilities

      • Basic home maintenance

      • Conflict resolution

    • Class sessions are expected to last approximately 2–3 hours

  • Agree not to increase rent during the program compliance period (2 years from contract signature date)

  • Agree not to pursue evictions without just cause and pursuing mediation efforts

  • Agree not to sell the home

  • Develop and sign a new lease agreement or lease addendum that includes a communication agreement between landlord and tenant

  • Sign forgivable loan agreements, construction contract, and other agreements related to grant-funded repair assistance

  • Participate in regular check-ins and compliance monitoring with DEC staff, including an assessment to be conducted by DEC staff 6 months post project completion

  • Comply with all additional program policies and requirements

This program is intended to serve as a collaborative investment in both Dayton’s housing stock and the relationships that help create stable and successful tenancies. Interested landlords should be prepared to provide a comprehensive list of properties that you own, including all that are in your name, an LLC that you own, have a legal title to, or are receiving rent from.
