The Dayton Home Repair Network is a coalition of 9 organizations collaborating to provide critical home repair, weatherization, energy efficiency, and health and safety measures to under-resourced households in the Dayton region.

DHRN Program Eligibility

Eligibility criteria are different for each DHRN program, but the list below outlines the general criteria we ask about.

  1. Household Income (200% FPL is generally eligible for all programs, but every grant has different income qualifications.)

  2. Address (All DHRN programs serve Montgomery County. Some serve beyond.)

  3. Type of House (All programs can serve single-family homes. Limited grants can serve multi-unit homes.)

  4. Homeowner occupied (Most programs require the homeowner on the deed to live in the house. There are limited programs for renters. No DHRN programs work on vacant houses.)

  5. Up-to-date on property taxes (Most programs require homeowners to by up-to-date or have an active payment plan with the County Treasurer.)

  6. Age (Some DHRN programs specifically work with homeowners over the age of 60.)

  7. Homeowners insurance (Some DHRN programs require a homeowners to have active homeowners insurance.

Current Programs


Dayton Home Repair Revolving Loan Program

  • The City of Dayton is launching the initial pilot phase of the Issue 6 Home Repair Revolving Loan Program in March of 2026.

  • The program will help moderate‑income homeowners complete critical exterior home repairs through forgivable loans. The goal of the program is to preserve housing quality and stabilize neighborhoods. 

  • Eligible applicants must provide funding upfront that will be matched by the City of Dayton and County Corp. The match will be given in the form of a 5 year forgivable loan.

  • The program only addresses exterior repairs. Applicants must live in one of the 4 target neighborhoods: Fairview, Dayton View Triangle, Wolf Creek, Madden Hills

  • Dayton Energy Collaborative is supporting the program through intake and application support. County Corp will administer the actual loans and loan agreements.

    • Please call DEC to determine eligibility and start an application.

Dayton Home Repair Network Consolidated Waitlist

In 2025, the DHRN member organizations combined their individual waitlists and made a commitment to addressing the consolidated list with awarded funding from the City of Dayton in 2026. There are over 2000 people on the list and about 1000 are within the City of Dayton limits.

We are anticipating this effort to begin in April of 2026. If you want to determine if you are on the waitlist or wish to be added, please reach out to DEC.

Donate to our Gap Project Program

Orchestrated by DEC, these are house projects that other DHRN partners are unable to or are restricted from funding, and thus create a gap in service, often leading to deferrals. Common projects include mold abatement, pest control, and clutter cleanouts.
