Current Programs
Dayton Home Repair Revolving Loan Program
Eligible applicants must provide funding upfront that will be matched by the City of Dayton and County Corp. The match will be given in the form of a 5 year forgivable loan.
The program only addresses exterior repairs. Applicants must live in one of the 4 target neighborhoods. Dayton Energy Collaborative is supporting the program through intake and application support. County Corp will administer the actual loans and loan agreements.

Dayton Home Repair Network Consolidated Waitlist
In 2025, the DHRN member organizations combined their individual waitlists and made a commitment to addressing the consolidated list with awarded funding in 2026. There are over 2000 people on the list and about 1000 are within the City of Dayton limits.
We are anticipating this effort to begin in April of 2026. If you want to determine if you are on the waitlist or wish to be added, please reach out to DEC.

Orchestrated by DEC, these are house projects that other DHRN partners are unable to or are restricted from funding, and thus create a gap in service, often leading to deferrals. Common projects include mold abatement, pest control, and clutter cleanouts.

Dayton Energy Collaborative (DEC) is 501c3 organization dedicated to facilitating the network and ensuring we address houses holistically. Think of us the front door, or first step, for accessing home repair resources in Dayton! Call us and we will walk you through the DHRN eligibility screening and determine what program(s) you are eligible for. We will then work with you throughout the application process.

Every project is case by case because the needs of houses vary widely, and the grants that our programs work with also have restrictions and requirements. This is a list of the repairs that our partners can generally cover, pending a household’s eligibility. Other repairs might also be possible. Feel free to ask!

Major external repairs, including siding, fascia, and soffit

DHRN programs are restricted to assisting homeowner-occupied houses, meaning the occupant must be on the deed. The only exception is MVCAP’s weatherization program, where a renter can apply. The landlord must sign off in each of these cases. Below is some guidance on navigating deed complications. DEC’s Intake Team can also help to guide you through deed complications.
If the deed is not in your name:
If the deed to the house is not in your name, contact the Montgomery County Recorder office to make an appointment. There may be options for transferring the deed.

Transferring Deeds:
If your name is not on the deed and there was no "transfer on death" written in a will, you will likely have to go through probate court.
For additional information about the transfer of deeds, please call 937-225-4373. You can also email the County Auditor's Office with questions or to have forms mailed to you.

All DHRN home repair programs require the applicant to be up to date on their property taxes OR on an active payment plan with the County.
Below is some guidance on starting a payment plan for property taxes in Montgomery County:
Property owners entering into a monthly payment contract become current on their property taxes by paying toward all new taxes while paying off prior delinquent taxes, all without accruing additional interest and penalty.
Please go to the Treasurer's Office (451 W. 3rd, 2nd floor, Dayton (hours M-F 8-5pm) or call 937-225-4010, Option 2 to speak with a Delinquency Specialist.
If payments are missed, the agreement is void and any penalty and interest that was frozen will be added back in. Any property more than one-year past due, and NOT on a payment plan, is subject to foreclosure and a tax lien.

Sometimes. This depends on the organization; some programs may be able to if the homeowner lives in both sides and does not rent out the other side. Please contact DEC to determine eligibility.

Steps:
1: Call or email DEC and we will walk you through the screener. We ask every individual to do this because we want to verify that you are eligible before you fill out the lengthy application! We also determine whether you might be eligible for additional partner programs.
2: We will mail or email you a universal application, based on your preference.
What is the universal application?
We have created a "universal application" that combines all Dayton Home Repair Network applications into one, allowing you to apply for everything at once and reducing the number of pages you need to fill out!
3: You fill out the application and make copies of the required documents.
4: Mail or drop off the completed application and required documents to DEC. Directions for submission are on the first page of the application.

Once you submit the application, DEC staff will go through it to make sure it is completely filled out. If anything is missing, we will follow up with you. We know the application is long, but it is in your best interest to fill it out in its entirety because it will speed up the process.
Once everything is together, DEC will submit your universal application to the organization program(s) you are eligible for.
The individual partner programs will then approve or deny your application.
If approved, they will reach out to schedule an assessment.
*Please note that the timeline of these steps varies widely, based on the funding available, the number of residents applying, the household needs, etc.

You may definitely assist a family member or friend to apply! However, the eligibility will be based on the homeowner's information, and the application will need to be filled out with all their information and signed by them.

Yes! DEC staff provides application support.
If you have general questions that can be asked over the phone, call or text DEC.
If you need assistance filling it out or do not have access to a printer, scanner, or the internet, DEC can schedule an appointment to assist.

For most Dayton Home Repair Network programs, you will not pay anything and will not have to pay back anything. Additionally, all programs ensure no lien will be put on your house.
One exception is the Home Repair Revolving Loan Program. If you break the contract, you will be required to pay back the remainder of your loan through County Corp.

Reach out to DEC. We will determine if you are eligible for any DHRN programs and if the programs you are eligible can assist with the violations you received.
Please note that not all code violations can be addressed by DHRN programs AND that the programs will rarely be able to meet the deadline listed on your violation. If you apply for a DHRN program, contact your code inspector or the City of Dayton Housing to ask for an extension.

Most DHRN programs are grant-funded and accept applications on a rolling basis. However, this does not mean there is always funding available. Frequently, applicants are waitlisted.
For the Home Repair Revolving Loan program, applications are due to DEC by Tuesday, March 31st at 5pm.

Organizations are handling a high volume of applicants every single day. Every organization is managing multiple projects and programs that cover the entire county (and for some, beyond). Furthermore, home repairs are increasingly more expensive, which limits how many houses we can address with the grant funding we receive.
We understand this can be frustrating and appreciate your patience as we work to improve the process.

Yes, renters can apply to Miami Valley Community Action Partnership's weatherization program, with consent from your landlord.
This program starts with a full home energy audit. They will then determine the measures needed to make the house more energy efficient.
Measures may include:
efficient furnace
efficient water heater
insulation
ventilation

Renters can also receive some assistance for lead abatement via County Corp and MVCAP. Houses must be built before 1978 and have original wood windows and doors. Funding is limited for these programs. Please contact DEC with any questions.
